Yes, this is ok then. Sadly I don't know why you have this issue. Try making SD card again with some different card if possible.
Enable serial console in uEnv.txt and boot again. You should see some messages. If you don't get anything more then I don't know what it could be.

Not sure if correct solution but I changed in dts resolution from 1366x768 to 1360x768. So both are divided by modulo 8. And IPU seems to be happy...
