Yes it is. I just installed it (using ADB over the USB OTG port.... sorry for all the abbreviations). See the links here: http://wiki.cyanogenmod.org/w/Google_Apps . I used 20140105 (CM 11 "small") and I think I downloaded from Android File Host; either way, I checked the MD5 sum of the download against the one listed on the site. Good luck!
